When is PNG the better choice?
PNG is lossless, so the image never loses detail when you edit and save it again. That makes it the safer format for images you will keep working on, and some design tools, print shops and upload forms ask for PNG specifically.
Converting a JPG to PNG won't bring back detail that JPG compression already removed, and the PNG file will usually be several times larger. For sharing photos, JPG is normally the better format.

Will the PNG have a transparent background?
No. JPG images have no transparency, so the PNG keeps the same solid background. Removing a background needs a separate editing step.
Why is the PNG so much bigger?
PNG stores every pixel exactly, while JPG throws away detail you can't easily see to save space. Photos therefore take far more room as PNG.
